Civil work sits at the heart of everything we do at PRI. Our civil engineers design the road, water, wastewater, and stormwater systems that make land functional and ready for development, laying the groundwork for everything that follows. For more than 17 years, we have delivered that work for municipalities, First Nations, and private developers in communities across Canada, from our offices in Ontario and the Prairies to British Columbia, backed by in-house geotechnical, hydrotechnical, structural, and environmental teams.

PRI delivers comprehensive land development services across residential, commercial, industrial, and government projects, from planning through to completion. Our team brings cross-disciplinary expertise and deep familiarity with Canada’s diverse terrain — mountain slopes, alluvial floodplains, and peat lowlands — coordinating closely with geotechnical and environmental specialists to work with natural topography and drainage rather than against it. That experience on demanding hillside and constrained sites lets us anticipate challenges early and deliver buildable, cost-effective servicing solutions, wherever the project is.

PRI delivers condition assessments, lifecycle analyses, and capacity evaluations for roads, utilities, and drainage systems, with climate resilience and stormwater management built in. Project Cost Estimating

PRI’s civil team provides detailed and reliable project cost estimating services to support informed decision-making and successful project execution. Our team has extensive experience preparing cost estimates for municipal infrastructure projects, including roads, water systems, stormwater management, and utility upgrades. Using Class D (conceptual) to Class A (detailed) estimates, we ensure cost accuracy at each stage of project development, allowing our clients to manage budgets effectively while planning for future growth.

PRI’s municipal team has completed sanitary sewer projects for communities across Canada. Our wastewater engineers provide municipal wastewater and collection planning, engineering, and system upgrades, using PCSWMM to model sewer networks and Autodesk Civil3D for network design.

Water Systems
Project Management
PRI has delivered water system projects for communities across Canada, from supply and treatment to distribution. Our design engineers use EPANET to create detailed water models including analysis for domestic supply, peak flows, fire flows, and maximum and minimum velocities. Our experience includes working with and seeking approvals from provincial, municipal, and health authorities across jurisdictions.

Stormwater Systems
Construction Management & Inspection
PRI’s civil team provides comprehensive stormwater management services, from watershed-level planning and collection system design, to detailed modeling using PCSWMM and the Rational Method. We design site-specific storage and disposal systems, including underground tanks, ponds, oversized piping, and drywells to eliminate flood risk at the 1-in-100-year level, and carry significant experience determining design flood flows and elevations for major creek crossings at the 1-in-200-year event using Water Survey of Canada or site specific data.

Project Management
PRI’s Municipal Team has completed numerous urban street and rural road projects throughout the Province. Urban street and sidewalk construction and/or reconstruction are an important component of a Capital Improvement Plan and PRI endeavors to ensure the street and road projects they deliver meet the ever-changing transportation needs of a community. PRI design engineers and technologists use Autodesk Civil3D ® for geometric corridor design and Autodesk Vehicle Tracking ® for turning movement analysis.

PRI provides precise and reliable surveys to support the planning, design, and construction of municipal infrastructure. As part of our delivery methodology, we conduct detailed site reconnaissance early in the project process — validating background information, supplementing it with first-hand observations, and flagging potential risks before they become problems. Using GIS-integrated equipment, we deliver construction-grade topographic, as-built, and layout surveys for roads, sidewalks, utilities, and other municipal assets, giving designers and contractors a verified basis for the work.
