Battery projects can hold a competitive qualification timeline, but only where geotechnical work precedes rather than follows the interconnection decision.

Fast Frequency Response Plus is an ancillary service that arrests frequency decline after an intertie trip. The technical bar is unforgiving: response within 0.2 seconds, roughly twelve cycles, when system frequency hits 59.5 Hz. It exists because the amended Transmission Regulation and Bill 52, the Energy and Utilities Statutes Amendment Act, require the Alberta Electric System Operator to hold enough near-instantaneous response to support import flows of up to 800 MW on the Alberta to British Columbia intertie and up to 300 MW on the Montana to Alberta line. Alberta currently procures FFR through voluntary arrangements carrying no availability guarantee, and contracted 603 MW that way in its 2024 competition. FFR+ replaces that with competitive procurement of up to 750 MW under commercial contract.

The procurement is technology-agnostic on paper. In practice a 0.2 second response requirement selects for batteries, and market sounding has pointed that way throughout. So a wave of grid-scale storage is likely to be sited, permitted and built across Alberta inside a compressed window.

Here is the part that gets underestimated. A project competing for FFR+ does not choose its location. Proximity to a substation with available capacity dominates every other siting input, including the ground. Developers who have spent a decade selecting parcels for buildability are about to select them for electrical distance and accept whatever soil comes attached. That is a genuine reversal, and the industry has not adjusted its programme assumptions to match.

A competitive qualification window does not forgive a foundation redesign. Reworking a foundation package mid-project because the ground was characterised late is a schedule event, not a technical one, and in a procurement with a fixed close it is the difference between qualifying and not. The investigation that would have prevented it is a fraction of the cost and none of the schedule, provided it happens before the interconnection site is fixed rather than after.

In a procurement where siting is dictated by the grid, ground risk is the one variable a developer still controls. It is also the one most likely to be scheduled last.
