Most of the culverts, bridges, and small dams in service today were sized to historical rainfall and flow data – data that increasingly doesn’t describe the storms that we are actually experiencing. That mismatch has a price tag: extreme weather insurance payouts in Canada have climbed sharply over the past several years, and the Canadian Climate Institute’s recent “Prepare or Repair” analysis found that climate-proofing public infrastructure now saves billions of dollars annually compared with rebuilding after failure. The math has shifted from “nice to have”, to more cost effective over the life of the asset.
For asset owners working with tight capital budgets, that reframes the decision. Upsizing a culvert or reinforcing a dam during a planned rehabilitation or replacement cycle typically costs a fraction of what an emergency reconstruction costs after a washout, and it avoids the service disruption, liability exposure, and, increasingly, the insurance and financing consequences that come with a failure. Waiting for the next capital cycle to catch up with current climate data is no longer a neutral choice; it’s a bet, and the odds have shifted. |
This is squarely in our hydrotechnical and geotechnical wheelhouse, dam design and remediation, flood and hydraulic capacity assessments, and structural upgrades to bridges and culverts that need to handle more water, more often. We work through the engineering with the same field-first approach we bring to every project: understanding how the asset actually performs on site, not just how it looks in a model.
Few organizations can upsize every asset at once, and they don’t need to. The more useful approach is triage: a predictive risk assessment across a whole dam, culvert or bridge inventory to identify which handful of assets carry the most exposure, then sequencing upgrades into existing capital plans and funding cycles rather than treating it as a separate emergency budget line. That’s usually where the biggest return on a limited infrastructure budget is sitting.
